On 24 December 2025, the National Development and Reform Commission and the Ministry of Commerce of the PRC jointly released the Catalogue of Encouraged Industries for Foreign Investment (2025 Edition) (hereinafter referred to as the Encouraged Catalogue), which will come into effect on 1 February 2026.
Similar to the previous edition, the Encouraged Catalogue includes two sub-catalogues,i.e. the nationwide catalogue, which covers the entire country, and the regional catalogue, which covers the central, western, northeastern and other designated regions. Compared with the previous edition, the key changes of the new Encouraged Catalogue are as follows:
The newly added encouraged industries in manufacturing sector of the nationwide catalogue include but not limited to:
(1) Development and production of nucleic acid pharmaceuticals
(2) R&D and manufacturing of zero‑magnetic medical devices
(3) Manufacturing smart testing and inspection equipment and instruments
(4) R&D and manufacturing of high-speed cameras
(5) R&D and manufacturing of smart energy management systems and related measuring, testing and monitoring equipment
(6) Design, R&D and manufacturing of underwater robots for ships and deep-sea operations
(7) Manufacturing of key equipment for gas generators
(8) Development and manufacturing of core components for industrial robots
The newly added encouraged industries in modern service sector of the nationwide catalogue include but not limited to:
(1) Operation of new material common technology platform or service platform
(2) Modern high-end shipping services
(3) Operation of virtual power plants and R&D of related technology
(4) Pet hospitals and pet grooming services
(5) Sports tourism services
(6) Travel agency services
(7) Consulting, planning, design and operation services for the camping industry
(8) Homestay design, brand development and operation services
(9) Property management services
(10) Internet-based medical and healthcare services
The newly added encouraged industries in the regional catalogue include but not limited to:
(1) Cruise tourism services (Liaoning Province)
(2) R&D and manufacturing of ice-and-snow equipment (Heilongjiang Province)
(3) R&D and manufacturing of high-end smart lifting machinery and components (Henan Province)
(4) Marine environment governance, ecological restoration, and ecological demonstration project construction (Hainan Province)
(5) R&D and manufacturing of basic computing power software and hardware (Guizhou Province)
(6) Wind power plant operation (Qinghai Province)
Foreign invested enterprises engaged in the industries listed in the Encouraged Catalogue may enjoy the following preferential treatments:
The import of self-use equipment within the total amount of investment can be exempted from customs duties, except for those not exempted for import duties according to the state regulations.
Land can be preferentially supplied for encouraged projects with intensive land use. The land transfer reserve price can be determined at 70% of the national minimum price for the transfer of industrial land.
Foreign invested enterprises engaged in the encouraged industries of the western regions and Hainan province may enjoy a reduced corporate income tax rate of 15%.
Overseas investors may enjoy tax credits for reinvestment when they reinvest their profits into the encouraged industries listed in the nationwide catalogue and meet the relevant conditions.
