The National Immigration Administration of the PRC recently issued a notice, which announcing that mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) will pilot the issuance of Hong Kong and Macao travel endorsement for talents working in the GBA starting from 20 February 2023.

According to the announcement, the following six categories of mainland talents working in the GBA may apply for Hong Kong and Macao travel endorsement:

(1)	Outstanding talents: top talents who have made significant and outstanding contributions to the construction and development of the GBA or are urgently needed by the GBA.
(2)	Scientific research talents: personnel with vice senior title or above in scientific research institutions in the GBA.
(3)	Cultural and educational talents: personnel with vice senior title or above in colleges and universities in the GBA.
(4)	Health talents: health professionals and health research talents with vice senior title or above in the GBA.
(5)	Legal talents: mainland arbitrators who participate in legal arbitration procedures in Hong Kong and Macao, and mainland mediators who handle investment disputes between the mainland and Hong Kong, the mainland and Macao, etc.
(6)	Other talents: high-level management and professional technical personnel recognized by the competent departments of talents and science and technology in the GBA.

Endorsement with a validity of 5 years may be issued to outstanding talents.  Endorsement with a validity of 3 years may be issued to scientific research, culture and education, and health talents.  Endorsement with a validity of 1 years may be issued to legal talents and other talents. The endorsement holder can travel to Hong Kong and Macao for multiple times within the validity period of the endorsement, and each stay in Hong Kong and Macao shall not exceed 30 days.
