To facilitate foreigners to carry out business or trade activities, work and study in China, the Ministry of Public Security of the PRC recently released some measures as follows:
Issuance of Port Visa and Multiple-Entry Business Visa
Foreigners who visit China for activities, such as business negotiations, business and trade exchanges, installation and maintenance, participation of exhibitions and conference, investment and entrepreneurship, can apply for a port visa upon arrival at the port of entry by presenting an invitation letter from a domestic enterprise and proper supporting materials if they do not have time to apply for a visa abroad. Foreigners who need to enter China multiple times for business purposes will be allowed to reissue a multiple-entry business visa (M visa) valid for three years after entering the country.
Port visa authorities will issue corresponding types of visas based on the applicants' reasons for entry. The visas issued by the port visa authorities are only valid for a single entry and the duration of stay shall not exceed 30 days.
Retention of Passport During Residence Permit Application
Foreigners applying for residence permits in China will now be allowed to keep their passports during the processing of their application after verifying their passport as required. It will enable the foreigners to handle other issues with their passport during the residence permit application process.
The above measures are expected to be implemented starting from September 2023. But the specific implementation rules have not yet been announced.

The Ministry of Finance, the State Taxation Administration and the Ministry of Commerce jointly issued the "Announcement on the Tax Credit Policy for Direct Investment by Foreign Investors with Distributed Profits" on 30 June 2025. From 1 January 2025 to 31 December 2028, foreign investors who use the profits distributed by resident enterprises in China for direct reinvestment within China may enjoy tax credits if they meet the conditions.
The profits obtained by the foreign investors within the territory of the PRC can be freely remitted out according to the Foreign Investment Law of the PRC. However, foreign invested enterprises (FIE, foreign invested limited liability companies) must meet certain conditions and complete specific procedures when applying to remit out the distributed profits (dividends) to overseas shareholders.
With the continuous opening-up of China's cross-border employment market, an increasing number of foreign professionals are choosing to develop their careers in China. First-time applicants often face issues such as conceptual confusion, complex documentation requirements, and tight timelines.
Nowadays, most of the tax incentives implemented in China require taxpayers to determine by themselves whether they are qualified, declare and enjoy tax incentives and retain relevant materials for future inspection. Under such circumstances, enterprises shall actively prevent their own tax-related risks when enjoying tax preferential policies on the basis of the provisions of tax policies.
