A Quick Guide: How Hong Kong & Macau Residents Can Visit Taiwan

Since February 20, 2023, Taiwan has reopened independent travel (FIT) for Hong Kong and Macau residents, including the online application systems for permit.

Holders of a Hong Kong SAR passport, Macau SAR passport who are permanent residents can apply. This does not apply if you also hold another foreign passport. All applications must be made online. In-person or postal applications are not accepted.

Main Entry Options

  1. Online Entry Permit - For short visits of up to 30 days

    (1)
    		 Eligibility:
    • Permanent residents born in Hong Kong or Macau
    • Permanent residents not born in Hong Kong or Macau, but who have entered Taiwan as HK/Macau residents after 1983
    • Holders of a valid Taiwan Exit and Entry Permit for HK/Macau residents
    (2)
    		 Government Fee: Free
    (3)
    		 Stay: Maximum stay is 30 days.
    (4)
    		 Note: Single-entry permit. For those traveling by cruise, a two-entry option is available. The first entry may be by any means of transport, but the second entry must be by cruise.

  2. Exit & Entry Permit - For first-time applicants not born in Hong Kong or Macau, for stays over 30 days, or for those who need multiple entries.

    (1)
    		 Eligibility:
    Permanent residents with a Hong Kong SAR, Macau SAR and a Home Return Permit (required for Mainland-born applicants)
    Applicants must not hold another foreign passport
    (2)
    		 Government Fee:
    • Single-entry: TWD600;
    • One-year multiple-entry: TWD1,000;
    • Three-year multiple-entry: TWD2,000 (validity subject to approval by authorities)

    (3)
    		 Stay: Up to 3 months per entry. This may be extended once for another 3 months.

  3. Entry Permit on Arrival - For short visits of up to 30 days.

    (1)
    		 Eligibility: Same as the online application.
    • Permanent residents born in Hong Kong or Macau
    • Permanent residents not born in Hong Kong or Macau, but who have entered Taiwan as HK/Macau residents after 1983
    • Holders of a valid Taiwan Exit and Entry Permit for HK/Macau residents

    		 Government Fee: TWD300
    (3)
    		 Stay: Maximum stay is 30 days. Application must be made at the National Immigration Agency after arrival.

Frequently Asked Questions (FAQ)

Q1：If I qualify for Online Entry Permit application, can I also apply for an Entry Permit on Arrival?
A：Yes, but it is better to apply online first. This avoids extra waiting time, additional costs, and the risk of being refused entry if requirements are not met.

Q2：I used to enter Taiwan with a foreign passport, for example an Australian passport, but it has expired. Can I now use my Hong Kong or Macau SAR passport instead?
A：No. Your past records already classify you as a foreign national. To switch to a Hong Kong or Macau status, you must provide proof of renouncing your foreign nationality before applying with a SAR passport.

Q3：I was born in Mainland China but hold a Hong Kong Permanent Resident ID and Hong Kong SAR passport. I never applied for a Home Return Permit and still have a PRC passport. Can I apply as a Hong Kong resident?
A：No. Mainland-born applicants without a Home Return Permit or proof of household deregistration in Mainland China must still apply as Mainland Chinese residents.

Important Reminder
Your Hong Kong SAR, Macau SAR must be valid for at least 3 months when entering Taiwan.
