Permanent residents of Hong Kong and Macao include both Chinese and non-Chinese nationals. With the accelerated development of the Guangdong-Hong Kong-Macao Greater Bay Area and the high-quality joint construction of the Belt and Road Initiative, Hong Kong and Macao are integrating into the overall development of the country in an unprecedented breadth and depth. The demand for investment visits, business negotiations, academic discussions, scientific and technological exchanges, and tourism and leisure visits to the Mainland has increased, and personnel exchanges between Hong Kong, Macao and the Mainland have become more frequent and closer. To further facilitate the travel of Hong Kong and Macao permanent residents to and from the Mainland, the Exit and Entry Administration of the People's Republic of China has decided to issue, in accordance with law, travel documents for non-Chinese nationals of Hong Kong and Macao permanent residents to and from the Mainland with effect from 10 July 2024.
Non-chinese permanent residents of Hong Kong and Macao who travel to and from the Mainland for short-term entry purposes such as investment, family visits, tourism, business, seminars and exchanges shall submit their applications to the China Travel Service Group of Hong Kong and the China Travel Service of Macao entrusted by the Exit and Entry Administration of the People's Republic of China. The holder may travel to and from the Mainland multiple times within the 5-year validity period, with each stay not exceeding 90 days. After completing the procedures such as fingerprint collection at the control point, the holder can pass through the express channel without filling in the alien entry card. The holder shall not work, study or engage in news reporting activities in the Mainland with the permit. If the above activities are really necessary, the holder shall apply for a visa or stay or residence permit from the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong and Macao or the Exit and Entry Administration of the Mainland public security organs in accordance with laws and regulations.
On 31 July 2024, the first batch of Mainland Travel Permits for Hong Kong and Macao residents (non-Chinese nationals) were successfully issued. Holders can fully enjoy the convenience of multiple trips for five years, quick customs clearance at ports, no need to fill in aliens' entry cards, and the mainland's replacement and re-issuance of documents, marking a new chapter in the successful practice of "one country, two systems" in the field of entry and exit.
