Recently, the Ministry of Commerce of the PRC released Announcement No. 12 of 2025, announcing the pilot scheme for reporting domestic investment information of foreign invested enterprises, which shall be implemented from 1 July 2025.

The first pilot regions are Jiangsu, Shanghai, Tianjin, Liaoning, Hebei, Hunan, Shaanxi, and Chongqing. Starting from 1 July 2025, foreign invested enterprises registered in the foregoing pilot regions shall submit the basic information form of domestic investment of foreign invested enterprises through the enterprise registration system and report the reinvestment information to the competent authority of commerce when investing and establishing enterprises in China in the name of the enterprise, increasing capital or purchasing equity of the invested enterprise (excluding multi-level investment).

The main contents of the basic information form for domestic investment of foreign invested enterprises include the name of the invested enterprise, unified social credit code, paid in registered capital, actual investment amount, time of investment, and source of funds.
